FR 46699 Vol. 63 No 1700 Sept 2, 1998 was reinterpretted and there is a map in the FR which shows that the islands weren't buffered, only Isla de Culebra. Projected base data to WGS-Mercator (units=meters), and buffered to 5.6 km. This buffer does not look like the FR, as it bisects Cayo Lobito. Then the data was reprojected to GCS-WGS84.

Land area was erased from the buffer area using ET Geowizards. The source of land area used to erase was from the NCCOS project for coral and seafloor mapping.

Detailed shoreline for Culebra Island from NOAA digital vector chart was appended to add smaller islands, then a 3 nautical mile buffer was generated using ESRI's ArcGIS software.
